Assistant City Manager / Administration

Assistant City Manager – City of Port Aransas, Texas

Salary Range-$85,000-$95,000 DOE

Summary:  Provides staff assistance to the City Manager by developing coordinating preparing and designing significant administrative projects.

  • Completes special projects as requested by the City Manager’s Office and/or City Council;
  • Participates in budget development and hearing with department heads and the City Council, serving on the City Manager’s Budget Committee;
  • Responsible for data collection, statical analysis and compilation of reports to meet given objectives;
  • Supports local activities by working with departments, elected officials and the community;
  • Supports City Manager with FEMA project submittals, bids, construction and completion of projects;
  • Assist City Manager with Capital Improvement projects;
  • Assists with City comprehensive plan reviews;
  • Attends meetings of the City Council and City Boards and Commissions, conferences, and staff meetings in order to provide assistance to the City Manager.
  • Receive requests and complaints from the public concerning administrative actions of various departments, channel the requests and/or complaints to the appropriate departments;
  • Coordinate goals, objectives and business plans by identifying needs; working with elected and appointed officials; interacting with departments; developing plans and processes; monitoring updates; responding to requests and inquires; creating reports; facilitating strategic plan update meetings; and producing presentation materials;
  • Negotiates for and represents the City to intergovernmental activities, regional agencies, citizen’s groups and civic and professional leaders;
  • Leads and supports initiatives related to continuous improvements; provides leadership to facilitate the professional development of staff; evaluates performances of assigned staff;
  • Directs assigned departments and meets regularly with Directors to evaluate operational plans, projects and issues; directs the implementation of solutions; motives and evaluates staff and provides leadership, direction and guidance in operational and financial strategies and priorities; reviews work in progress in order to anticipate technical and management problems;
  • Develops and directs strategies to meet City goals;
  • Assures all operational activities are in compliance with City policies;

Education and/or Experience:  

All Applicants must meet the requirements below:

  • Master’s Degree in Public or Business Administration or related field; and
  • Five (5) years of management experience in a municipal government or equivalent combination of education and
  • Five (5) years’ experience as a City Manager, Assistant/Deputy City Manager, City Planner, or City Development director.
  • Basic office skills; good telephone etiquette; typing and computer skills preferred.

Part-Time EMT-Basic / EMS

Wage:  $14.92 per hour

Summary:
Functions independently, once credentialed by the EMS Director/Chief, providing exceptional pre-hospital clinical medicine based on the Departments Protocols and Scope of Care. Must be able to utilize electronic communication including portable and mobile radios, electronic patient care records and have excellent written and verbal communication skills. Once cleared to independent duty, field paramedics are required to manage medical and trauma patients, direct co-workers, first responders and bystanders. Must be able to maintain and trouble shoot medical equipment as well as keep equipment and vehicle clean and response ready.

Essential Duties and Responsibilities include the following:

Report for duty on time and when assigned. Maintain good physical condition and personal hygiene. Ability to assess emergency scenes. Lift 150 pounds with assistance. Operate EMS vehicles under normal and emergency conditions. Operate standard equipment; such as stretchers, cardiac monitors and standard diagnostic equipment. Assist in extrication of persons from vehicles, bend and lift and perform CPR for extended periods of time. Be able to stand for extended periods of time. Work regularly assigned shifts, overtime when required and attend all mandatory in-service training. Other duties may be assigned.

Gas Utility Worker - Gas Department

Gas Utility Worker

Wage:  $15.37 per hour

Summary:  Under the supervision of the Gas Foreman, safely performs routine tasks and projects of moderate complexity requiring the application of standard techniques, procedures and guidelines.

Essential Duties and Responsibilities include the following:  

  • Perform preventive and routine maintenance on pipeline system;
  • Troubleshoot, test, install, and repair pipeline system materials and equipment;
  • Operates: vehicle, pipeline system equipment, and other essential equipment. Handles material, cargo, and accessories;
  • Reads meters, investigates low/high consumption.
  • Completes maintenance records, service reports, and other required documents on paper and PC; and
  • Other duties may be assigned.

Qualifications:  

  • High school diploma or general education degree (GED);
  • Have a valid Texas Driver License in good standing;
  • Ability to read, write and speak in English;
  • Add, subtract, multiply and divide two-digit numbers;
  • Perform operations using units of weight measurement, volume, and distance;

Summary:  Under the direct supervision of the Beach Supervisor, the Beach Worker performs general labor and semi-skilled level work. The Beach Worker is responsible to provide labor to assist in the cleaning, maintenance and repair of city beaches, beach roadways, access road entrances, removal and disposal of solid waste and sanitation of beach restrooms, pickup and disposal of all beach trash, containers and recycle containers on city beaches and seaweed collection/disposal.  Performs any and all other related work as required and directed.

Essential Duties and Responsibilities include the following:  

  • Operates all beach vehicles and equipment in a safe and efficient way according to all relevant legislation, policies and procedures.
  • Operates a variety of vehicles back hoe with front bucket, pump truck, water truck, trash truck, pickup truck and etc.
  • Operates a variety of other equipment such as tractor/loader units and small tools to include chain saws, trimmers, pumps and all small tools as required and directed.
  • Re-fuels, cleans, oils, greases, maintains, cleans and washes all vehicles, equipment, tractors and tools as listed above and as directed including periodic scheduled maintenance and rust prevention activities.
  • Services and empties beach trash cans, cleans and sanitizes beach restrooms, disposes of solid waste and picks up debris/trash on the city beach as required.
  • Assist fleet technicians/mechanics in service, repairs and fabrication for various equipment and tools.
  • Assists in properly securing worksites by use of barricades, flags and traffic direction in and around worksites. Ensures safe working conditions within work areas.

Summary:  Under the direct supervision of the Street Supervisor, the Streets Equipment Operator performs semi-skilled and skilled level work. The Equipment Operator is responsible for operating heavy equipment in a safe and effective manner.  This position also provides labor to assist in the repair and maintenance of the city streets, roadways, drainage facilities & systems and traffic control infrastructure, mowing, trimming, edging, cleaning, clearing of alleyways as well as sweeping and trash pickup and performs any and all other related work as required and directed.

Essential Duties and Responsibilities include the following:  

  • Operates all heavy equipment in a safe and efficient way according to all relevant legislation, policies and procedures.
  • Operates back hoe/front end loader to repair and maintain city streets, properties, roadways, alleyways, right of ways, drainage facilities & systems and all other work requiring a back hoe/front end loader as directed.
  • Operates grader on roadways, properties, alleyways, right of ways and all other work requiring a grader a directed.
  • Operates dump truck moving sand, caliche, limestone and all other related material within the City as directed or required.
  • Operates a variety of other equipment such as street sweeper unit, boom mower unit, tractor mowers, small tractor/loader units and small tools to include chain saws, trimmers, pumps and all small tools as required and directed.
  • Education and/or Experience: High school diploma or general education degree (GED); Valid Texas Commercial Driver’s License required; two (2) years’ experience efficiently operating simple to specialized equipment (i.e. front end loaders, graders, dump truck, water truck, back hoe, tractors and various small tools and equipment); experience in work zone traffic control such as flagging, lane closures, sign placements and road closure procedures.
