Natural Gas Pipeline Safety

BRIEF HISTORY ON NATURAL GAS PIPELINE SAFETY
The first statute regulating pipeline safety was the Natural Gas Pipeline Safety Act of 1968, which Congress amended in 1976. Congress added liquid pipelines to the statute in the Pipeline Safety Act of 1979. Subsequent bills included:

recently passed by the US Senate on the 17th day of October 2011.

Congress created the Office of Pipeline Safety (OPS) in 1968 to oversee and implement pipeline safety regulations. OPS is housed in the Department of Transportation (DOT) under the Research and Special Programs Administration (RSPA). OPS oversees interstate pipelines while states are responsible for intrastate pipelines. Our state Pipeline regulatory agency is the Railroad Commission of Texas.

MASTER METER GAS SYSTEMS
Definition of a Master Metered System - A pipeline system (other than one designated as a local distribution system) for distributing natural gas within but not limited to a definable area, such as a mobile home park, housing project, or apartment complex, where the operator purchases metered gas from an outside source for resale through a gas distribution pipeline system. The gas distribution pipeline system supplies the ultimate consumer who either purchases the gas directly through a meter or by other means such as rents.
